There are some changes going on in the W3C as to whom, which WG, is going to handle certain features/aspects of the Events spec, as there is a bit of overlaps with other specs in development, but the overall goal/outcome is expected to be the same - being built with accessibility in mind. 

The User Context spec, as you pointed out "User Context work is closely aligned with the auto personalisation features of the GPII" is going to be quite helpful for accessibility issues (and cognitive hopefully) and is getting some early uptake. James Craig has noted that " Several new features from IndieUI are being incorporated into CSS4." And the CSS WG is adding a security model that would affect both JS and CSS accessors.

There is still a very long road to go, and we can expect changes, but things are moving in a positive direction.
