WebRTF now in Techniques format

I've reworked the Web RTC page into the Techniques page as suggested
by Lisa. This seem to work reasonably well, though I refocussed on the
'on damand assistance' angle and dropped the other use cases as they
are nothing to do with W3C coga11y
