Comment on COGA GAP Analysis 2.3.1.1/2.3.6

For remembering new design metaphors, I think it should be clearer that
symbols are something that is hard for many people with cognitive
disabilities to remember. We should have text alternatives as an encouraged
option, since repeated explanations may be necessary.
