Reversing the order of languages in CLREQ

folks,

since the English version of clreq is the authoritative one, we
should reverse the order of the linguistic units of content from zh+en
to en+zh (as is the case for klreq, http://www.w3.org/TR/klreq/).

(soon that will be en+zh-hans+zh as Angel is about to introduce a SC
translation)

i propose to make that change over the coming weekend.

please speak out asap if you have any concerns about this, otherwise
i'll go ahead.
