Welcome Qing Liu and Adding the Section 3.5 to FPWD

Hi Folks,

I'd like to share the good news that Qing Liu agreed to join us and 
contribute to the Simplified Chinese part of the document. Welcome to 
the project, Eric Q!

In a recent discussion, we reconsidered the importance of the section 
3.5 (Paragraph adjustment rules) and the possibility to finish it before 
the FPWD, and we dicided to give it a try. While we waiting for the 
translation, we will try to review this section and add the necessary 
context inside.
