Use cases and requirements

I just started and new empty document for recording Use cases and
requirements

I propose this process (described in the wiki)

I would like a simple "do and propose process". Here are the step

   1. People send an email with a proposal for this use case and
   requirements
   2. they copy paste a small version of this proposal with a link to the
   email send
   3. for each use cases and requirements we record the number of support
   versus objection
