[WICD-oT-7] WICD review - split the specification

Dear CDF working group.

This is a comment on the W3C Working Draft Dated 09 August 2005 of
"Compound Document Framework 1.0 and WICD Profiles"
http://www.w3.org/TR/2005/WD-WICD-20050809/

In section 1.1, the spec notes:
> With the release of multiple Compound Document profiles, the
> Framework specification (this section of the document) may become a
> standalone document, containing only generic rules and behaviour
> for all CD profiles.

This seems like a good idea.

The group needs to look ahead and think of what should happen in the
future. Is it likely that there will be new, or revised, profiles
published? Will the framework be republished too, and will that
actually be necessary or will it be just because it's the same document?

However, the framework will need to clarify its scope and goals to
become a stable standalone document.
