adding image maps to canvas

I think this would be a good step towards providing canvas accessibility for
many cases of user interaction on canvas.
it doesn't resolve all cases, but what is currently in the spec (+what is in
discussion in the canvas accessibility taskforce)  does cover cases that the
the use of image maps would not .
