RE: [EXTERNAL] Interested in writing up an initial design for bidirectional WebDriver protocol

I've updated the old MSEdgeExplainers location to point to the new so the move is complete.

I'm wondering about the example openrpc.json file I included, and the docs/ folder generated from that JSON. It looks like those docs are now accessible at https://w3c.github.io/webdriver/webdriver-bidi/docs/. Maybe we should remove these from the repo for now? I don't want to give people the impression that this is something they can pick up and use, or that it's something even remotely close to being implemented 😊.
