Re: TPAC 2019 Meeting Minutes

I’m reviewing these minutes, and I’m sure I’ll have questions about the
contents therein. In fact, I’ve already run into my first one. There's a
resolution that says "*The caret in Element Send Keys should move on
calling the command again."* I'm not sure this is the intent, as that's
what the spec currently does, move the caret to the end on every call of
the Element Send Keys command. The issue that generated the discussion
seems to indicate that the desired behavior is to _not_ move the caret on
subsequent calls.
