Moving the spec forward to Rec

Hi Mike and plh.

I have managed to get most, if not all, failures documented[1] that are in
the less than two category. Please can we start the process, again, to move
the WebDriver specification to Recommendation.

If there is documentation that I am expected to complete please let me
know. The WG has clearly shown, from the results, that they are commited to
getting their implementations complete.
