Special backgrounds in displayed elements

In the element displayed algorithm patch I've submitted [1] I borrow the definition of special backgrounds from CSS Backgrounds Level 3 [2] to justify why the html- and body elements are always visible, instead of saying that they just are.

This completes the action item that was assigned to me some time ago, to research root element behaviour in HTML and XML [3].

My conclusion is that we can (now [4]) rely on the definition that CSS Backgrounds uses, which is incorporated into the PR I've made for the spec.

If anyone thinks this isn't a good idea, now is a good time to voice that concern before we merge the PR.

4. There used to be a bug in CSS Backgrounds but which is now fixed.
