Re: [WebDriver] - Section 3 removal.

I will create a definition for an object in section 4, which will become
section 3, with a definition along the lines of
http://w3c.github.io/webdriver/webdriver-spec.html#widl-Capabilities-capabilities
and then make sure anything that references the idl to reference the
definition.
