[WebDriver] - Section 3 removal.

Hi All,

I am going to be removing Section 3 of the specification since currently it
only describes how the local end should work. We have in previous
discussions said that the specification should only describe the transport
layer and the behaviour of the remote end.

If you have an issue with this, let me know.
