Provide ability to change a mutable capability value in a running session.
Use cases:
-- temporarily enable/disable native events to perform a critical action;
-- temporarily set unhandled alert behaviour to accept/dismiss for a sinle
alert;
-- temporarily change scrolling behaviour to top/bottom for a page with a
sticky elements;
-- temporarily change page loading strategy for a single page with long-loading
resources.
