Bug ID: 24988
Summary: It might be better to have 'fullscreenWindow' throw
'unsupported operation' if fullscreen is unsupported

The spec says 'fullscreenWindow' should be a synonym for 'maximizeWindow' if
full screen is unsupported. It might be better to throw 'unsupported operation'
similar to other cases where a unsupported screensize is requested.
