Next Working Draft?

Hi,

Since we agreed to move to monthly releases of the Working Draft for the
project, could we please push what's currently there? I've done a lot of
clean up work on it, and it's now a bit more consistent. The next WD after
that should contain the wire protocol too (particularly those bits of the
spec that we have currently documented)
