Extending the charter of the WG

Hi,

Looking at:

It seems as if we're well over our initial estimates for how long this
process would take. We should probably re-estimate these and update the
charter.

May I suggest adding 1.5years to each milestone we've not passed yet?

Rec: August, 2014

One possible, but extremely unlikely, alternative is for David and I to
invent a time machine and give ourselves a kick in the pants.
