The lang attribute is back to XHTML Basic 1.1

A very long time ago, back in May 2009, the Mobile Web Best Practices working group took the following resolution:
  "Add an erratum to mobileOK Basic Tests, at the right time, to point to the edited version of XHTML Basic 1.1 including the lang attribute"

This resolution was motivated by the re-introduction of the "lang" attribute in XHTML Basic 1.1. Then something went wrong and the updated version of XHTML Basic 1.1 got delayed. I am happy to report that the second edition of the XHTML Basic 1.1 standard, that integrates the "lang" attribute, has been published as a W3C Recommendation:

I re-opened ACTION-959 [1] on me to enact that resolution and will:
- add the erratum to mobileOK Basic Tests
- and update the XHTML Basic 1.1. DTD used by the mobileOK Checker library accordingly.
