I spoke to a couple of the guys who were involved in drafting that spec.  
They said,  widgets can have PNGs and Ajax-type interaction which won't  
work on the lowest-common denominator Default Delivery Context:

All widget runtime engines are in practice expected to support:
   HTML
   CSS
   DOM 0/1/2
   ECMAScript

But this particular specification concerns only packaging and  
configuration for an installable widget.  Concerns for authoring are not  
particularily worrying. Actually, not worrying at all.
