ISSUE-259 (Informative or Normative): Should we switch the Content Transformation Guidelines to a normative document? [Content Transformation Guidelines]

Raised as an issue so that we do not forget to address this during the F2F in Sophia.

The Content Transformation Guidelines document is an informative recommendation.
Should we switch the document to "normative" instead?

Major differences:
- conformance is not possible against an informative document
- informative documents are not well protected by the Patent Policy in the sense that nothing constitutes an "Essential Claim" in an informative document.

To be kept in mind:
- switching requires a new charter, which basically means re-creating the Working Group
- there must be 150 days between a first publication as a normative document and the publication as Proposed Recommendation.
