Opera comments...

Opera has a number of comments on the working draft.

Some of these are the same as other comments made, repeated here to ensure  
a proper record of issues and resolutions is maintained and available.

Our comments on the best practices themselves will be marked according to  
the label for the best practice they refer to. In the case where they  
refer to more than one, the first occurring will be in the subject line,  
with the others noted in the message. Other comments on the document will  
be marked by section number.
