Proposed Charter Correction: Update Carbon Direct Affiliation and Repository URLs

BOOST Working Group,

I'm proposing a simple correction to the BOOST Charter to reflect the project's current organizational home. Full details:

Summary of changes:

1. Chair Selection section — Updated to reflect that Peter Tittmann serves as Chair independently, and that while BOOST was initially developed with Carbon Direct's support, the standard is now maintained by the BOOST Working Group.

- Was: "Carbon Direct represented by Peter Tittmann will serve as Chair."
- Now: "Peter Tittmann serves as Chair. The initial development of BOOST was supported by Carbon Direct; the standard is now maintained independently by the BOOST Working Group."

2. Repository URLs — Updated references from carbondirect/BOOST to BOOST-Working-Group/BOOST to reflect the pending repository transfer to the Working Group's GitHub organization.

These are factual corrections to align the charter with the project's current governance structure. No changes to scope, deliverables, decision process, or amendment rules.

Per our charter's decision process, this is treated as a simple correction. If any participant has objections, please respond to this thread or comment on [Issue #269](https://github.com/carbondirect/BOOST/issues/269) within 7 days (by March 5, 2026). If no objections are raised, the change will be adopted.
