Move Taxon and TaxonName types and profiles to release

Dear community,

The Biodiversity Working Group 
<https://bioschemas.org/groups/Biodiversity> have requested that the 
community consider:
- the Taxon and TaxonName _types_ for release based on the Taxon 
0.4-DRAFT <https://bioschemas.org/types/Taxon/0.4-DRAFT> and TaxonName 
0.1-DRAFT <https://bioschemas.org/types/TaxonName/0.1-DRAFT>,
- the Taxon and TaxonName _profiles_ for release based on the Taxon 
0.8-DRAFT <https://bioschemas.org/profiles/Taxon/0.8-DRAFT> and 
TaxonName 0.2-DRAFT <https://bioschemas.org/profiles/TaxonName/0.2-DRAFT>.

Please comment on either GitHub issue #309 
<https://github.com/BioSchemas/specifications/issues/309> or raise new 
issues on the GitHub tracker. Please submit your comment by 2023-04-28. 
The working group will respond to all issues raised by the community 
prior to the Steering Council voting on the acceptance of making the 
proposal a release version. Many thanks to all the people who 
contributed to the finalization of these types and profiles.
