new wiki page on generic resources

Since we're spending so much time on this... my fault?... I gave it
its own wiki page.

I still have some more work to do on it - in particular we have other
use cases, I think, and other kinds of understanding not captured
there, scattered around the wiki and in email messages.  Right now it
mainly collects the cases I could think of as I was thinking about it
last night.
