The term was already in drafts of Web Arch [1] in Aug. 2004, but there was discussion up until at least the Basel F2F [2,3], which I believe is where the current text in AWWW was drafted. It was at that meeting that I suggested, and Tim seems to have endorsed, the attempt to connect to Shannon's information theory.
