Splitting github repos

Cross-posting to the BG and WG.

We have two github repos, one for the WG where VIAS VISS specs are
worked on and another for the BG (where RSI specs should go).

To avoid complications with IPR commitments we have a system that will
ensure our group participants are the ones contributing to the specs.
