ViWi wiki page

I have started a wiki page for the ViWi task force we agreed to start
in the BG at our call last week. I have a few things to collect, clean
up and add. Feel free to start making contributions.

During today's BG call let's figure out who wants to participate and
schedule for dedicated calls.
