Access Control Alternatives

Hi all,

Isaac and I have been discussing some alternatives to the access control 
that is currently being used in the VISSv2 specification.

We believe that these alternatives might suit better from the 
manufacturers perspective.

A draft document containing the different access control schemas is 
attached in this mail.
