First stab at service catalog format.

Gunnar and I have gone through the format and agree on that this is semantically close enough to FrancaIDL to enable mechanical translation between the two formats.

There are many issues to look into, and the submission is more of a conversation starter than a firm proposal. Please see TODO items in the pull request for things that need to be resolved.

Next I will move on to update our YAML validation code for publishing. I am also working with my team to see if we can release our code generator.
