Auto group meeting at W3C TPAC 12-16 October

On today's call we agreed it was time for our next remote meeting block
and to collocate as we have with W3C TPAC in the Fall which will be
virtual this year for obvious reasons. We also settled on 12-16 October
to not interfere with GENIVI AMM where we tend to congregate in the
Spring.

I focused on a range that will provide overlap between Western Europe
