Need to reorganize the github pages of WG and BG from 이원석 on 2017-10-10 (public-automotive@w3.org from October 2017)

Hi. All.
Current github sites for automotive WG[1] and auto & web platform BG[2] might not be clear with the real activities of each group. I guess two groups are mostly use the github page of WG. But it doesn’t provide easy access by outside peoples. If you guys are agreed on that, I will do that.
