We have Authorized Translations, though: - http://www.w3.org/Translations/WCAG20-fr/ This translation was developed by BrailleNet, who also develop their own set of rules (AccessiWeb), derived from WCAG 2.0 (and some 1.0). Hope this helps clarify the particular point about the relationship between AccessiWeb and WCAG.
