Call for consensus to implement automatic publishing for the Web MIDI API Specification

Hello everyone,

This is a call for consensus to use Spec Prod (
https://github.com/w3c/spec-prod/tree/main) and Echidna to automatically
publish changes to the Web MIDI API Specification.

This would automatically update https://www.w3.org/TR/webmidi/ whenever
there are changes to the Editor's Draft.

Many working groups have already deployed automatic publishing in this
way.  The current Web MIDI API Working Draft is many years out of date, and
automating updates will help us avoid that situation going forward.

Please reply with any objections or concerns.  If I don't hear any
objections by June 25, 2024 I will implement this change.
