PR requests and auto deploying the spec

As you know we're about ready to get Travis to auto-deploy the HTML version
of the spec whenever the spec changes.  As best as I can tell we need to
create a master branch where all (future) changes should be made.  The
gh-pages branch (that we've been using) will only be used for publishing
the current version of the spec.

However, there are several outstanding PRs that need to be reviewed.  It
would be really great if these could get reviewed before we implement
auto-deploy.  Then all the changes will be in gh-pages, and I'll create a
master branch from that version and we then no longer need to worry about
gh-pages again.

So, please review the PRs as needed so we can land them.
