There is now a draft CR transition request document in the repo https://github.com/WebAudio/web-audio-api/blob/gh-pages/webaudio-CR-transition.md so anyone in the group can edit it. Besides a link to a minuted decision to go forward, the main thing missing is a bit more about changes made in the last year and mention of any contentious topics. Overall it is in good shape.
