getUserMedia moving to Candidate Recommendation

Hi Folks

WebRTC and DAP have requested Candidate Rec on Media Capture and 
Streams. The ED is at

and the disposition of comments at

https://www.w3.org/2016/03/getusermedia-wide-review.html

We should check that we are happy with the disposition, which includes 
some comments from this group.
