When I went to mark up https://github.com/WebAudio/web-audio-api/issues/560 after our telcon, I found that the issue did make sense. Indeed the spec is pretty unclear about some interactions. The needed clarification is that loop points and (perhaps) offset are in fact *not* adjusted to reflect playback rate, because they are simply a way of locating samples in the underlying buffer independently of that rate.
