Fwd: [mediacapture-main] Add channelCount to audio track settings, constraints, capabilities (#210)

This is a feature we badly wanted from Media Capture, but it's lacking open
support from implementors on that task force.

This is an important time for implementors from the Audio WG to chime in
here, if we want to keep the feature alive there.

I haven't seen any list support for this yet. Is there anyone who can give
some insight as to who might implement this?
