Heads up - intent to ship Web MIDI

Incidentally, I wanted to let the group know that we've sent out the Intent
to Ship mail for Web MIDI in Chrome (i.e., we'll move it out from under a
flag).  Obviously, this does not mean we will not track changes in the
specification from here on out, but we think the time is right to gather
development partner experience in the real world.
