I think that is a reasonable conclusion, yes - although there may be objections
by e.g Philip who seemed to be quite adamant about it (See Comment #2). 

Any more suggestions on how this could be made obvious to developers (as you
mentioned in Comment #4)? Would it suffice to have the default interface be
constructed in the way suggested by Chris in
http://lists.w3.org/Archives/Public/public-audio/2012JanMar/0225.html - and
requiring a conscious choice *not* to use a worker?
