Please document issues (Re: Feedback from Official.fm Labs)

Hello Jussi, Mark, Chris, all.

Thanks for holding such a spirited discussion. I get a sense that there 
is a mix of things being discussed here, some about the specs, some 
about the implementation of the spec in e.g Chrome. Would either of you 
(Jussi, perhaps?) like to split this into discrete issues and add them to:
https://www.w3.org/2011/audio/track/issues

Howto:

1) Create a new issue through https://www.w3.org/2011/audio/track/issues/new
2) Add a summary. Ideally, add links to the mail archive for past 
discussions on the topic
3) that's it.
