The problem, I believe, is that you have not joined the group as a member yet. https://www.w3.org/2000/09/dbwg/details?group=46884&public=1 The W3C tools, even for groups operating in public, still mostly assume that only group members can perform certain actions, mostly (I believe) for IPR reasons.
