exponential ramp value bug?

Hi Ray,

I wanted to call your attention to
https://bugs.chromium.org/p/chromium/issues/detail?id=672857 from a spec
perspective - it doesn't seem like a spec bug, but thought I should ask.
exponentialRampToValue() apparently does not actually reach the specified
value at the end of the ramp in some cases.
