ADPT Explainer

Hi all,

Getting a spec through the Recommendation track requires a thing called Horizontal Review. As an input to that process it’s really helpful (or in the case of the TAG, necessary) to have an Explainer<https://w3ctag.github.io/explainers>. So I’ve written one, which you can find at https://github.com/w3c/tt-reqs/wiki/Audio-Description-Profile-Explainer – I may move it to the adpt repository later, but if I do, I’ll leave a trail behind so you can still reach it via this URL.
