The ‘charter’ is the scoping document for the Accessibility Guidelines Working Group:

An update to ATAG is not in scope for our work at the moment.

However, WCAG 3 is intended to provide some guidance for people using authoring tools, as per the requirements:

Subject: Status of ATAG
Hi,

I noticed that ATAG explicitly references WCAG 2.0, which is no longer the latest recommended standard (and soon even WCAG 2.1 won't be either). Are there any plans to update ATAG so that it no longer references WCAG 2.0?
