ARIA 1.1 testable statements converted

I wrote a tool to convert the testable statements wiki at [1] into a more
normalized format.  That format is documented in the wiki itself.  The new
format is not perfect, and I suspect we will need to make some changes on a
per-platform basis as the ATTAs get developed, but the normalized form
makes the tables much easier to develop and maintain.

I made a copy of the original page in case my script screwed something up.
