Add updating SkipTo.js for next publication milestone

I would like to add SkipTo.js update to the next milestone.
I think we just need to choose between “smooth” and “immediate” scrolling option enabled by default.
Scrolling can be disabled by users by enabling reduced motion in their OS settings.
Can we discuss this next week?
