Tooltips Use

I appreciate that there is still ongoing attention to making tooltips
accessible. However, I just want to mention that I've been seeing their use *in
lieu* of Alt Tagging or being used and the pop-up merely repeating the Alt
Tag description for the object. I would hate to see that cause a repeat of
the same information. I don't believe that is the purpose of tooltips
unless there has been a change for Alt Tagging. Just seeking clarification
on the use of tooltips.
