Added a new APG coding practices section to the APG coverage report

I added a new section to the coverage report to get an idea on how many examples are affected by changes to high contrast support for SVG graphics in the Chrome browser.  I also included other APG coding practice features to see where we are at:

NOTE: A number of pending pull requests will improve APG coding practices implementation.
